The last pictures are theories, I don't know what caused it. Most likely that bumper cover moved somehow or was heated too much when the paint protection film was applied to the fender. But the previous ones certainly look like a small 'imperfection' in the seam sealer.

Seam sealer is like a caulking used to seal the seams where one panel meets another, like where the outer skin joins the inner structure, to form the whole tailgate, door etc. This seam sealer is flexible and gets painted over. I'm pretty sure that is what you're seeing. If so, it is normal-ish. If you look hard enough you'll find it on almost every modern vehicle. They just weren't super tidy in applying it to the Maverick.
