Has anyone had trouble adding the "alloy wheels with aggressive A/T tires" without adding the fx4 pkg?

I already have AWD and the tow pkg and don't want the fx4 but I do want the nice wheels and bigger tires.

B&P shows it can be done and I've been told at least one other person has done it at another dealership but my dealer is having issues.

I'm hoping maybe another dealer will see this and be able to help mine out.

For anyone interested:
I contacted Ford. It turns out there are different order codes depending on whether you are putting these wheels on an AWD w/ tow pkg or a FX4. It would appear my dealer only knew the FX4 code and that is why it was getting denied.
